How to conduct a learning needs analysis with AI

A learning needs analysis should diagnose the work outcome, required tasks, observed performance gap, and causes before recommending a course. AI can group evidence and map tasks to capabilities, but it should not treat every performance problem as a knowledge deficit or infer need from stakeholder preference alone.

A learning needs analysis should diagnose the work outcome, required tasks, observed performance gap, and causes before recommending a course. AI can group evidence and map tasks to capabilities, but it should not treat every performance problem as a knowledge deficit or infer need from stakeholder preference alone.

Start with the business outcome

Define the outcome, current evidence, target condition, affected roles, constraints, and consequence of the gap. Then identify the decisions and tasks people perform to influence it.

The U.S. Office of Personnel Management describes a training needs assessment as identifying the gap between required and current performance and exploring causes and methods for closing it. CDC guidance similarly says training is not always the solution and points to policy, technology, organization, and procedure alternatives.

Build a task evidence map

For each critical task, record expected behavior, conditions, quality boundary, current evidence, evidence strength, and frequency. Separate self-report, manager opinion, work samples, observed performance, and operational outcome data.

Worked synthetic diagnosis

Suppose leaders request “AI verification training” because assessment reports require frequent corrections.

| Task | Expected behavior | Evidence | Observed gap | Possible cause | | --- | --- | --- | --- | --- | | Check sourced claims | Open source and compare meaning | Sampled review logs | Some citations do not entail claims | Knowledge or time pressure | | Record uncertainty | Mark unsupported statements | Final reports | Missing limitation notes | Template cue absent | | Escalate material conflict | Route to reviewer | Workflow records | Escalation inconsistent | Authority unclear |

The example shows three different intervention possibilities. Training may help citation checking, a template change may help uncertainty recording, and governance clarification may improve escalation.

Diagnose causes before designing learning

Test five categories: knowledge or skill, process, tools and information, incentives and workload, and authority or policy. Ask AI to generate competing explanations and the evidence needed to distinguish them. Interview and observe representative users, including people who perform well under the same conditions.

A course request should be held when the task is impossible because access, time, or authority is missing.

Prioritize needs

Score needs using task importance, gap evidence, consequence, population, change horizon, and tractability through learning. Preserve uncertainty. A widely requested topic with weak task relevance should not outrank a consequential observed gap automatically.

Write outcome-linked recommendations

For each priority, specify target behavior, learner group, practice conditions, feedback, evidence of learning, workplace support, non-learning dependencies, and review date.

For the synthetic case: “Reviewers will identify whether a citation supports a claim in five realistic examples, explain uncertainty, and correct unsupported wording. The workflow owner will also add a limitation field and clarify escalation authority.”

Verification checklist

Confirm the requested course is not treated as the diagnosis; work outcomes are defined; tasks are observable; evidence types are labeled; causes are tested; non-learning barriers are assigned; priorities use consistent rules; objectives describe performance; accessibility and role context are considered; and success evidence is planned before delivery.

Revisit the diagnosis after the intervention begins. If the observed gap persists despite demonstrated knowledge, examine workflow conditions, incentives, access, and support before assigning more learning content. If the gap disappears only in practice exercises, test transfer under realistic constraints. Preserve the changed diagnosis and its evidence so programme adjustments do not look like unexplained course expansion.

Sources and claim map

The correction pattern, roles, and recommendations are synthetic. This educational method does not establish a validated need, training effect, or individual employment judgment.
